Arabic is not the smaller half of this market
Search behaviour in Abu Dhabi skews more Arabic than Dubai's, and the gap is widest exactly where the budgets are — government-adjacent work, local services, and anything bought by residents rather than by expatriate businesses. A site whose Arabic exists only behind a language toggle is simply absent from those results.
So Arabic is treated as a separate property with its own URLs, titles, descriptions and internal links, and the Arabic queries are researched directly rather than translated from the English keyword list. The two languages do not phrase the same intent the same way, and a translated keyword set is a list of things nobody actually typed.

Reporting has to survive a stakeholder review
Where work is reviewed by people who did not commission it, a report full of impressions and average positions is worse than nothing. It invites the question of what any of it did and has no answer, and that is how sound technical work gets cancelled at renewal.
So we report against things a non-specialist can evaluate: which queries the site now answers that it did not before, what changed technically and what it measurably did, and where the remaining loss is. Fewer numbers, each of which means something to someone who was not in the meeting.
